Using, Interpreting and Incorporating Equity Analysis Tools in Policymaking
National Development objectives and International Frameworks alike increasingly call for governments to use public policies to combat poverty, inequality, and lack of opportunity for poor, vulnerable, and marginalized groups. But how can and how should the equity impact of public policies be evaluated? This learning module describes analytical methods that can assist policymakers, development stakeholder organizations, civil society actors and advocates, academic researchers, and the media alike to evaluate public policy formulation, execution, and reform in order to reveal different dimensions of equity impact. The approaches described in these modules can be used independently; however the analytical procedures and results available from each are complementary to one another. The ability to leverage all three of these approaches in concert provides a more comprehensive evaluation of the entire budget or development cycle.
